The man, a Mr Garcia, was stopped while driving on Highway 86 in Elbert County on Friday afternoon. Mr Garcia told the deputy he was visiting from Dallas. When the deputy asked about his cargo, Mr Garcia told him that he had paid cash for the 21 plants.
