When officers spotted Howlen, he was allegedly observed with his face down in an open container of alcohol identified as a 24-ounce can of Bud Ice. Police discovered that Howlen had an active warrant for his arrest and informed him about the warrant. Officers also searched him and found 11 yellowish rectangular prescription pills and other suspected controlled dangerous substances, police alleged.
Police arrested Howlen and charged him with possession of controlled dangerous substance Endocet, possession of a prescription legend drug, possession with intent to distribute within 500 feet of a park and within 1,000 feet of a school, and possessing an open container of alcohol in public. Police also seized $94 in US currency that Howlen had on his person, and he was locked up on $50,000 full cash bail.
