Police in Cardiff, Wales, are hunting a motorist who led a dog along a
road from behind the wheel of his car.
South Wales Police said the motorist was reported for animal cruelty
after student Rebecca Jane Feazelle shot a video of him exercising the
dog on the road without leaving the car.
Police have recovered the car but are still trying to trace its owner
and the dog.
Dog lover Rebecca said of the incident: “I actually felt sick. There
were a few cars in front of us between us and the guy with the dog but
they didn’t care. They were just overtaking it.
But the dog was then wedged between the two cars and was freaking out.”
Rebecca, 23, was told by police to initially contact the RSPCA over the
incident in Wentloog on October 4.
Within the last few days she has been told it may not be possible to trace either the man or the dog as there was no footage of his face and Rebecca believes the car was not taxed or insured.
The RSPCA said the incident showed a complete “disregard” for the dog’s welfare and put the animal and road users in danger.
In a statement, the charity said: “Dog owners have a legal responsibility to help protect their pet from hazards.
"However this dog was put in a potentially very hazardous and dangerous
situation.”
The statement said the exercise lacked much of what a dog requires –
including opportunities for toileting, investigation, exploration and
interaction with people and other dogs.
South Wales Police sergeant James Dowler said the car was recovered in
Rumney, has been examined and inquiries are ongoing to trace the owner
and find the dog.
He added: “We are liaising with the RSPCA who have agreed to complete a
welfare assessment on the dog should the need arise.”
